Apparently most of the 10 second stop-go penalties in the last 10 or so years have been for speeding under yellow. Latifi got one in 2021 for example and Kimi got one in 2017 for it. The others have been for Alonso driving without a mirror (COTA 2022), Hamilton entering a closed pitlane (Monza 2020) and Vettel intentionally banging wheels with Hamilton under safety car (Baku 2017).
The 10 second stop/go for speeding under yellow is definitely in the rule book and there is precedent. Whether or not it was warranted in this case is up for debate, but it wasn't like the stewards pulled a Michael Masi and invented a new rule on the spot. What must be said however is that penalties for speeding under yellow usually come with mitigating circumstances. In this case there were none, and not even Norris or Stella are denying that.
