What happened to races where everyone started on soft tires? Is that a casualty of Pirelli attempting to go softer this year with the tire allocations?

It should facilitate faster warming and more even performance over a stint. Cars with that need may advance over something else.

My Perception is that it should reduce compromise with ferrari and increase risk at Mercedes. Possibly advantage RB & McL too.

They changed the rules so the top 10 teams don't have to start on the tyre they qualified on.

it doesn't hurt to gather some data with the rookies, I guess. Verstappen and Piastri are both skipping FP1 anyway
