Looks like there will be a big shower very soon for an hour or so but should pass just before the race starts.

Nope, a team can choose to start a car from the pit lane and removing a car from parc ferme conditions. Case in point, Hispania at AUS and BAH last year and for a more moot point, in 2007 at the European GP at Nurburgring, in a Spyker-Ferarri, Markus Winkelhok led a lap and over took Kimi on the track legitimately on lap 2. Other than the fact that the Mercedes, McLarens, Rubens, Glock and posibly the FOrce Indias as well, who arrear to be on more of a hybrid set up for the wet and dry conditions, i can see this race being about pirouettes and being about how well the cars driver can keep the car on the island. At least the brakes wont be as much of an issue now.
If I´m last anyways i can constantly remove my car from parc ferme and work on setup ,I can participate in Q with one setup and race with another if this makes sense.Track position is not really an issue here.
But then Glock admits to not even trying their Canada configuration (!) but instead playing all cards on a highdownforce setup in the hope to make the tyres last longer(!)he did not really say they had a full wet setup.
And I don´t understand why teams are not splitting their chances .
