The BBC guys said something about wet tires and no DRS. But that was confusing as well, as if you change to inters first, are you the only one on track who can use DRS? Or does everyone have to be off wets.

This is why people say the rule is not straight forward. When less than straight forward conditions come into to play evne hardcore fans like us get confused.
Late, but:
First: If starting behind the SC because of wheather conditions anyone must use heavy wets.
Second: DRS was disabled because of wheather conditions.
BUT: There are no associations in the regs, but in common sense.

Could be head to head racing for the last few laps. Schumi and Button are a couple seconds/lap quicker.... will he still have that advantage once the tyres cool after the SC?

I always thought that when a race is declared wet, even when it dries out, that DRS wasn't allowed for the duration of the race.

Probably not. He may have a lap or so of advantage after the restart if he can switch the tyres on more quickly, but it'll eventually even out.
