Good question. I think most probably Newey wanted him to check that section of the rival cars since he can't go and have a look himself

Horner was asked about it after the qualy and of course he completely played it down by attributing it to Vettel's curiosity

SV: No, you obviously can’t see much. I was having a look at the steering wheels of the other cars. There are no secrets but maybe there is something you can learn, so that’s why I had a look.
