Acording to FIA sporting regualtions he had no right to change his defense line twice or to slow down any driver with demaged car. Plain and simple & nothing tricky about that. It's not his intention that's being judged but his move and negative effect it had on Hill. There is no way Schumacher could have known this under the circumstances.
