Is the 305km rule MINIMUM or MAXIMUM race distance as originally i was lead to believe it was 300km, later to be told it was 305km and then today the race was 308km (intended)

now to awnser your un important question:
race distance is as close as possible to 300Km's to the nearest full lap
that means: if you have a 3KM track it would be 100 laps = 300KM
if you have a 5.5 KM trac it would be 54.545454545454 laps but you can not do .54545454 laps so the distance is 55 laps, that is 302.5Km. this includes formation lap.
