That's precisely why I call it a cross-under tunnel as the airflow crosses under the exhaust ramp. As for why have Lotus not covered their halfshafts I think this may be to do with the fact their ramp doesn't smooth into the floor. There are several reasons for the shroud one of which being the point at which the airflow hits the halfshaft and produces it's own downforce.
