A possible penalty is an interesting thought. They just said: Not enough tire pressure!

Ooh, possibly a tyre pressure issue for Hamilton...knowing the FIA's ability to shoot itself in the foot, expect to see Vettel named winner after the podium ceremony...
If you are more fortunate than others, build a larger table not a taller fence.

Any idea what that penalty would be? 25 seconds?
I believe so.

Lewis won the race by 25.042, so if a 25 second penalty is applied, he wins by 0.042!

from formula1.com

If the penalty is issued in the last three laps of the race, the driver is permitted to complete the race and take a time penalty. Five seconds will be added in lieu of a five-second penalty; 10 seconds for the optional ten-second penalty; 20 seconds for a drive-through; and 30 seconds for the mandatory ten-second penalty.

Stinky fish is a penalty because someone is ignoring the rules or no penalty?

Not sure.
Surely Pirelli requests to run at tyre pressures >19.5psi are guidelines not rules.
Does this mean that Pirelli now run the sport?
How about allowing Bridgestone and Michelin to supply tyres instead of Pirelli?
