I could be wrong but i think they feed the radiators.

Or.......The upper inlet is compartmentalised (arrows), encapsulating the airflow it receives, and either cools something other than the radiator (i.e. ERS coolers or electronics) or aerodynamically assists the radiator.

Ferrari seem to be very active in the area behind exhaust. This suggest they want to have the best possible solution for monkey seat, probably to enable them to run that one bit higher rear wing AoA without flow separation...

Its simpler than that. They basically have a rear wing slapped on in the middle of the car near it's centre of pressure. So huge downforce gain right there. There are other benefits of course, but these aren't as pronounced as the fact there is a bi plane wing in the middle of the car.

Does anyone know if the radical side pod layout for the Ferrari this year was the idea of one individual or did it come about by the aero team in a general sense? I'm talking about the original concept itself, not the perfecting of it.

If it was one person, who?

There is a post answering your question somewhere in this thread. Some say it was conceived by rory bryne. There was sketch by giorgia piola of a Ferrari with wings in fron the side pods back in 2013? (was it?). So the idea was on the back bench in Ferrari for some years now it seems.
