I guess it's just an evolution of them trying to use the mirror to smoothen and to energize the airflow towards the RW.
I assume their function is very similar compared to the T-wings they ran pre-2009

If I remember correctlly, rules only dictate lateral and fore-aft dimensions of mirrors and their bodywork, not the height. Still, those upper wings will cause a stir even more.
