If Ferrari had brought Kimi in when he should have been brought in, Kimi and Hamilton would have been all over Vettel within the last 5 laps, such was the differential in pace of grippy Ultra tyres in the damp conditions.
When Ferrari failed to bring Kimi in, Hamilton effectively won the race; with or without the mistake from Vettel.
Leaving Kimi out was a desperate attempt to block the progress of Bottas and Hamilton for a couple of laps.
