He was quite consistent with the times. It's not impossible that he's been given a delta time.
Detuning the engine for long stints, no cooldown laps, no DRS, single set of tires and at least 40ish laps of fuel = 1:26s that turn into 1:25s with the fuel burnoff.
That may very well be 2 seconds off the pace, but at least compared to Renault it looked ok. I am not tracking other cars but apperently this was one of Leclercs runs:
