No, there are years when the teams are pretty equal, cars also and it is clearly the driver pulling it through. If the other drivers keep crashing, spinning and accuring penalties or their teams screw their strategy or keep chopping and changing their drivers, then that's on them.
With your logic, the only way to win the WDC is with the fastest car as, by winning the WDC, you prove that your car is the fastest. That's true most of the time, but far from all of the time. The overall package (i.e. the entire team) matters more than any individual part of it.

Hamilton crushed his peers this season. He won from a position other than pole eight times this season. Eight! He's failed to score points in one race over the last 3+ years. How many times has he crashed into someone? Or taken a penalty for stupid act? He has maximised the points scoring capability of his team at pretty much every race. The only black mark on him this year is Germany. There is no other driver on the grid that can say that.
In Singapore Q3 iirc Mercedes didn't bring their tyres into good temperature window, RB had problems with kerbs and their settings on simulator. So Mercedes started behind Ferrari but in that race Hamilton could easily win if he pits before Leclerc. Instead of that their strategists were a bit scared of traffic and then Ham sat longer until even Albon was ahead so they used Bottas to block Alex. What were in that race - super form of Ferrari or just not good moves for RB and Mercedes?
