The Ferrari design has been low downforce and high top speed from day one of the season.
The engine trick that now seems to have gone since the clarifications allowed them to run more downforce but still be fast on the straights. Now they do not have that we will again see slow cornering and higher tyre wear.
Expect to see the closest Ferrari at minimum 30 seconds behind the leader come the flag.
I think my top 4 would be Max, Lewis, Carlos, Charles in no particular order. They have all been excellent. I'll be honest, this does not sit well with me. To my intuition this is a breach of the technical regulations. If I am wrong, please someone correct me. I think for once this hurt them more. The P3 does nothing for the championships and they already had the TV fame of being on the podium. Think they would rather have kept the 50k and hand over the trophy.

More than 4% of total weight. That is not just a simple mistake. Although we are talking about a team where a mechanic forgot to put his gloves on in a DOUBLE pit stop when handling 100 degrees celcius rubber (check the footage of the long Vettel stop )
Yup it is indeed a breach...but as usual the F1 stewards are incompetent, they needed 6 hours to come to THIS decision. I guess it depends on what metrics you want to use. I absolutely agree that Leclerc and Verstappen had an excellent season with only a few mistakes blighting their performance, especially Leclerc in his first season in the Ferrari, second season in F1, under the huge microscope of the Italian press and up against a well-established WDC. In the context of such a young, inexperienced driver, that's probably the greatest achievement this year.
