If memory serves that rule exists because of Schumi at Silverstone.
They should be shown black and orange flag for that, and still they get 5 laps to do that (precedent from Suzuka 2019 Leclerc). the car was not discarding anything and no cars for 33 sec behind him...so what was the hazard?

That was the concern when Pirelli said they were going to bring 2019 tires for this season. Their 2020 tires were so bad no team approved them if I remember correctly.
