Not quite sure, but the fact that this is a slower, tighter track with a clear need for downforce over drag probably means they can put bigger wings on which might help ease some of the effect from the floor being less effective so I am not sure that it is sign improvement over different track showing different balance of strengths.
This is actually a medium downforce track. Mercedes and most other teams are running lower downforce rear wings. It is front limited track though, but Mercedes looking much more stable. Not that surprising... It's quality team that has shown continual improvement after all -- they developed their 2020 car very well (from an admittedly low base) and have continued on that strong trajectory.
The Merc has always been a complicated car to get set-up. The more real world data they gather, the better off they will be.
