Keep in mind there's 2 cars behind him that he's just passed seconds before, therefore slamming on the brakes hard is probably more dangerous in this case than just cruising past Stroll.

He doesn’t need to slam on the brakes. If it can be seen that he was slowing then him passing can be written off (or it should). Saw the footage from Max exiting the steward office. Body language says no penalty.

This should not be a penalty.
