I'd bet that it all hinges on whether he already lifted when driving past Stroll - did the hearing really just take ~6 minutes?
The meeting started at 10.45 didnt it? So more like 20 minutes?

This picture of Max leaving the stewards was posted by Fabrega at 10:52 - so he was def. done after a max. of 7 minutes but it has been 35 minutes since then and still no decision even though one would think that it's a very black/white offense.

Time to pray... Charles deserves a victory, and in this circuit have a chance if he gets the pole.

Some pictures of Max leaving the stewards... he seems like he doesn't like how it went.
Would fit Hamiltons lucky streak if his engine issues somehow lead to the opponent getting a penalty.

(And yes, just luck, no intent or conspiracy)
lets take all names out of the equation, but how would 1 driver be lucky if another got a penalty for breaking a rule?
Quite obviously, if your misfortune happens at júst that moment that it puts your rival in a situation where its very easy to 'break a rule' (either by accident, or because breaking it is actually safer than not breaking it and the person is not a procedure-machine) and end up with possibly greater misfortune, that's luck.

He started to brake exactly at this point (stroll to the right), so basically immediately after red light is seen in the distance and something like 1s after they've been shown on steering wheel. Keep in mind there's 2 cars behind him that he's just passed seconds before, therefore slamming on the brakes hard is probably more dangerous in this case than just cruising past Stroll.

He doesn’t need to slam on the brakes. If it can be seen that he was slowing then him passing can be written off (or it should). If his telemetry show him still gunning it then that’s a different story.

Um, did Verstappen overtake the Aston under red flag conditions during FP2?

Does anyone have onboard footage of his dash at the moment it happens?
On F1TV you can watch the onboard footage of Max. It is very clear that he immediately reduces a lot of speed when the red flag is shown. You can also see that he does not overtake anyone on the way to the pits. Anthony Davidson is stirring things up in the hope that Max will get a punishment and the Lewis fans are happy to participate.

Just watched the footage on F1 tv from Max onboard. He is basically alongside Stroll when the red flag panels comes into view. As soon as it’s visible he slows down, radio message comes after he slowes down. And there is a massive speed difference as Max was on a hot lap and Lance on a slow lap. No way in the world could Max slow down and stay behind Lance once he sees that panel, by the time his foot can hit the brake he is passed Lance.
This should not be a penalty.

On a similar subject, did anyone else see when Lewis stopped on track at turn 8, a car went past going very very fast, you could see it from the onboard of Lewis. Considering a car was stopped on track and there would have been yellows there, I thought the driver going through was fortunate to not even be told off. No idea who it was, as I only saw it once.

I think it's not penalty, but the FIA will declare that the Red Flag was shown while he was (probably) accelerating in that 3s, it's hard to decide (maybe a Team Failure in the communication?)

Saw the footage from Max exiting the steward office. Body language says no penalty.

He gets a warning on his dashboard.
